Meet The Team

Ethica is led by its founder Directors, formerly senior police officers with extensive experience in policy, strategy and investigation in the sensitive field of Safeguarding, as well as in the wider investigation of criminal matters.

Mark Bramah FCMI

Director

Mark has extensive experience in managing sensitive and critical matters with the potential to affect organisational reputation in inflammatory situations.

During 30 years in the police force, Mark rose to the rank of Detective Inspector, managing complex investigations into child abuse, sexual exploitation, rape, cultural crimes and human trafficking.

He has reviewed and investigated Safeguarding incidents in independent schools, as well as in care homes. Mark was responsible for the safe management of dangerous offenders living in the community, and for overseeing police responsibilities under Multi Agency Public Protection Arrangements (MAPPA).

Mark is a full member of The Associations of British Investigators, any investigator who applies for membership is rigorously vetted, will have to produce a criminal records certificate that meets the ABI Policy Statement, hold adequate professional indemnity insurance and show sound financial probity. References are thoroughly checked, and membership is only offered following a face-to-face interview. Only the best people make the grade.

Steve Watts MSc., D.Crim. (Cantab.), DPM, FCMI, FSyI.

Director

A former chief police officer, Steve is committed to empowering individuals working within schools, as well as other organisations with responsibility for the safety and welfare of children, to protect the children in their charge; and, in so doing, to develop both their own and their organisations’ professional reputations.

Steve’s approach to this is to transform the way schools and organisations work in partnership to deliver knowledge, skills and support.

Having spent 32 years in policing, Steve has unrivalled strategic and operational experience in protecting the most vulnerable members of the public, establishing standards and driving excellence. He led complex and sensitive investigations and reviews at local, regional and national levels.

In the role of Chief Officer, Steve was responsible for delivering protective services policing across one of the largest non metropolitan police forces in England & Wales. He was successful in driving up standards and increasing multi-agency effectiveness in the management of dangerous offenders through the Multi Agency Public Protection Arrangements (MAPPA). process, and in child Safeguarding through the Local Child Safeguarding Board (LSCB).

At a national level, Steve held responsibility for policing portfolios including Investigative Interviewing, Deaths in Healthcare Settings, and Homicide Investigation.
Steve led the British War Crimes team in Kosovo.

Vic Hogg, CB

Strategic Advisor

Filling the role of Strategic Advisor to Ethica Solutions, Vic served at senior level in four different  Government Departments (Ministry of Defence, HM Revenue and Customs, Foreign and Commonwealth Office and the Home Office) during a long and varied career.

He has held a number of key positions, including Interim Director General of the Crime and Policing Group, Director of the National Drug Strategy, Director of Policing Policy and Operations, Director of the National Crime Agency Programme, and Deputy Director of the UK Immigration Service.

Vic’s responsibilities have included strategic oversight of a number of Home Office executive agencies, such as the Criminal Records Bureau (CRB) and the Child Exploitation and Online Protection Centre (CEOP).

In addition, Vic led a range of major programmes, including implementation of the recommendations which emerged from the Bichard Inquiry into the Soham murders, and the establishment of the Disclosure and Barring Service (DBS).

In addition to his participation in the management of Ethica Solutions, Vic provides consultancy advice on a wide range of issues to clients in the public, private and third sectors. His current assignments include participation in a Department for Education funded project (New Belongings) aimed at improving the lives and opportunities of young people leaving care.

Vic was elected as a Fellow of the Royal Society of Arts in 2007, and is a Companion of the Order of the Bath (CB).

Dr Richard John BSc(hons) Msc PGCE D.CrimJ

Director of Training

Richard is a former Senior Police Officer with both operational and strategic experience in a variety of Police roles that include Public Protection (safeguarding children and vulnerable adults), serious & organised crime, Intelligence, performance management, Local Policing Command and organisational change. Richard has extensive executive partnership experience in both the public sector and private sector and has led on a number of high profile safeguarding and criminal cases. Richard is a qualified teacher with experience of university lecturing. Richard has international working experience with the US, Turkey and India and his doctorate study was safeguarding children in schools.

Richard is also the Independent Chair of the Portsmouth Safeguarding Children Board and lectures at Solent Southampton University to with a variety of volunteering roles with young people.

Nick Hawkins MA(Oxon)

Legal Consultant

Nick qualified as a barrister in 1991 whilst serving in the Royal Navy. In a 22 year career, he served at sea, including operational deployments, and ashore in a variety of Staff Appointments. His final appointment, following promotion to Commander, involved setting up and leading the independent Naval Prosecuting Authority. In 1999 he joined the Crown Prosecution Service as Chief Crown Prosecutor for Wiltshire, moving to Hampshire in 2003. His final job as Chief Crown Prosecutor was to lead CPS Direct, the 24/7 charging service for the police. Nick held the national lead for the CPS on sports and maritime matters. He also was the CPS representative on the ACPO Investigative Interviewing Steering Group and taught on the Senior Investigating Officers Development Course at the College of Policing. He co-chaired the National Charging Board and worked with all Home Office Police forces to develop a more responsive service.

Nick has extensive experience of working with overseas prosecution and police services, deploying with the English police delegations to the World Cups in Germany and South Africa. He has also worked in Singapore, Brazil, the USA, Turkey and across the EU. With a reputation as a “hands-on” prosecutor he has personally prosecuted every type of offence from murder to motoring, including undertaking the advocacy in both Crown and Magistrates Courts. He believes strongly in partnership working between all criminal justice agencies. He chaired the Hampshire and Isle of Wight Criminal Justice Board, and was a member of LCJBs from their inception.

From 2014 to 2017 Nick also held the appointments of Chief Operating Officer at the Independent Police Complaints Commission and Chief Executive at the Legal Ombudsman. In 2014 he was appointed a Visiting Professor at the Institute of Criminal Justice Studies at the University of Portsmouth.

In our primary area, the provision of Safeguarding services for schools and educational institutions, the Directors are supported by a team of highly qualified and experienced Safeguarding Associates. A team of experienced investigators with distinguished police backgrounds enables us to provide discreet and effective investigative services for into corporate and private, HR and criminal matters.

Investigation Services

We work on behalf of both organisations and private individuals, conducting discreet and robust investigation, evidence gathering and reporting to the highest evidential standard for use in a wide range of corporate, private, HR and criminal matters. Our services include re-investigation of existing cases where clients may be dissatisfied with police or other investigative agency responses.

Safeguarding Services

We provide Safeguarding training, risk management, investigation and incident support services for schools. We are the only provider of Safeguarding training for schools accredited by the UK government backed Skills for Justice / Skills for Health scheme, with all successful delegates being provided with certification demonstrating a high level of skill and knowledge in key safeguarding issues.
